Bing Maps Geographic Overlay

Is it possible to define a geographic boundary over a Bing map? I didn't see any specific settings or customization in the custom entity in Dynamics CRM. So when a service request gets entered, the boundary layer will help us determine whether or not the service request falls within our jurisdiction. A spatial query based on the boundary or a geo-fence. Can we access and change the Bing maps code? For example the ESRI Bing maps extension? Check this link, this will give you an example. These are all thoughts I had on getting a city "boundary" defined for 311 service requests.
